It is cheap to start but slow to pay: commissions often arrive after the client travels, the work is heavy on service and problem solving, and a handful of states (California, Florida, Washington, Hawaii, and Maryland from October 1, 2026) regulate sellers of travel with registration, bonds, trust accounts, or insurance. Recruiting for a multi-level travel opportunity is a separate business with its own FTC income-claim rules and is not the same as holding booking authority.

The work behind the launch

  1. Choose the role you actually hold

    Decide whether you will be a hosted advisor, an independent agency with your own supplier and airline accreditation, or a representative of a travel opportunity company. Write down who owns the client relationship, who accepts payment, who issues the booking, who is merchant of record for airfare, and who handles refunds. A representative agreement for an income opportunity does not by itself give you authority to book travel. Keep the signed agreement, the host's seller-of-travel numbers, and a one-page authority record in your files before you market anything, and do not advertise services your agreement does not authorize.

  2. Clear seller-of-travel gates in every state you sell into

    Seller-of-travel laws follow the traveler and the seller. California requires registration unless you meet every condition of the agent exemption in Bus. and Prof. Code 17550.20(g). Florida registers sellers ($300) and independent agents ($50) annually. Washington requires registration and a trust account or bond unless you are an employee of a registered seller. Hawaii requires a Hawaii client trust account or a waiver. Maryland requires sellers and independent agents to file $1,000,000 E&O proof starting October 1, 2026. Use the licensing table for your state, then call the agency for any unclear row and record the answer, the date, and the staff name.

  3. Vet the host agency and your economics

    Compare at least three host agencies on commission split, payout timing, fees, E&O coverage, supplier access, booking tools, marketing rules, data ownership, non-solicit terms, and termination. Ask each host in writing which state registrations it holds and whether they cover independent contractors in California, Florida, Washington, Hawaii, and Maryland. Build a monthly economics worksheet using your own realistic booking volume, the host split, fees, insurance, and marketing costs. Remember that commissions usually pay after travel and can be reversed when clients cancel, so plan several months of cash before income arrives.
